Mở bài In many developed and developing countries alike, couples are having fewer children or choosing not to become parents at all. This demographic shift creates serious economic and social challenges, but a combination of family-friendly policies and workforce reforms could help to address them.

Thân bài 1 Câu chủ đề The most pressing problem is a shrinking workforce supporting an ageing population. Giải thích As fewer young people enter the job market, there are not enough taxpayers to fund pensions and healthcare for the growing number of retirees. Businesses also struggle to fill vacancies, which can slow economic growth. Ví dụ Japan and South Korea, for example, already face labour shortages in sectors such as nursing and construction. In addition, rural schools and villages may empty out as the population declines.

Thân bài 2 Câu chủ đề Governments can tackle the root causes by making parenthood more affordable. Giải thích Many couples delay having children because of soaring housing costs and expensive childcare. Generous parental leave, subsidised nurseries and tax incentives for families would ease this burden, while flexible working arrangements would help parents balance careers and family life. Nordic countries have shown that such support can stabilise birth rates to some extent.

Thân bài 3 Câu chủ đề At the same time, societies must adapt to the new reality. Raising the retirement age gradually, encouraging older people to keep working on a part-time basis and welcoming skilled immigrants could all help to offset labour shortages. Investment in automation would also allow industries to remain productive with fewer workers. Robots already assist carers in some Japanese nursing homes, for instance.

Kết bài In conclusion, falling birth rates threaten public finances and economic growth. Governments should both support families who wish to have children and adapt their labour markets so that society can remain prosperous with a smaller population.
