IELTS Writing Task 2 – Band 8.0 Sample

Model answer
In recent years, the effects of climate change have led some people to argue that environmental protection should receive a larger share of public funding than any other service. Although I agree that environmental spending must increase, I disagree that it should take priority over essential services such as healthcare and education.
There is no doubt that environmental problems pose a serious threat to human well-being. Floods, droughts and air pollution cause enormous economic losses and put pressure on other public services, especially hospitals. For example, a city that invests in flood defences today may save far more in reconstruction costs in the long run.
Nevertheless, it would be unwise to divert funds away from services that people depend on daily. Governments have a fundamental duty to keep citizens healthy, educated and safe, and cutting budgets in these areas would harm the most vulnerable groups first. A patient waiting for urgent surgery or a child in an underfunded school cannot afford to wait while money is spent on long-term environmental projects.
Furthermore, environmental protection does not have to compete with other services. Many green policies, such as improving public transport or insulating schools and hospitals, serve several goals at once. In addition, measures like carbon taxes can generate revenue rather than consume it. For instance, revenue from such taxes could be reinvested in hospitals or schools, benefiting both the environment and society.
In conclusion, while the environment clearly deserves greater investment, I believe that a balanced approach which integrates environmental goals into all areas of public spending is far more effective than placing it above everything else.
